Kimball Valve Gluing Questions

On a 1927 Kimball valve, when I glue the lower leather seal to the
round wood disk, do I apply glue to the whole disk surface or just
around the outer edge of the surface?

Also, when I insert the little wood actuator which goes between the
pouch and the lower valve leather into the lower valve leather, do I
apply a small spot of glue to hold it to the leather or just insert it
in the leather with no glue?
