22-key Barrel Organ Problem

I just obtained a medium size barrel organ (24" barrel) and I can't find any manufacturer information on it. It has 22 keys with 66 tin pipes and two wooden pipes.
The problem is that the wood pipes don't seem to have ever been connected to the two levers that operate over the cob. There is pneumatic tubing going to the pipes but nothing comes from the levers that are moved by the cob, and there doesn't seem to be any place for pins from the levers to go (no pins are there).
I don't see any place where valves are located for these two pipes as the pneumatic tubes go down into the lowest wood and are also on the opposite end of the organ from the levers that should operate the pipes.
Any thoughts?
