Seeburg KT Spill Valve Oscillates On Rewind

My Seeburg KT makes a roaring noise when the roll rewinds.  As the
machine rewinds, the reservoir collapses to the point that the spill
valve cracks open, and, rather than reaching an equilibrium and
admitting the right amount of air, it flutters, causing the noise.

I can briefly press the reservoir board, and it will stop.  I haven't
found any adjustment or correction of any kind that will correct this.
Has anyone experienced this problem or found a solution?
