a new set to your specs, Bruce.  This firm here in Illinois could

Rick made pipes for Wicks Organ for years.  And A. R. Schopp in Ohio
has made pipes for decades: https://www.arschopp.com/ 

Some pipe organ builders also have the capability and many could also
modify existing pipes if they have what you need in their used stock.
Whether these options would be cost effective, I don't know.
