Cipher In Hofbauer 20er Crank-organ

We had that problem once with a new crank organ.  Checking revealed
nothing obvious, but dismantling the valve chest showed that the
manufacturer had allowed some glue to run down one of the valve
stems, preventing the pallet valve from closing.  Removing it fixed
the problem.

Just a thought.
