Cipher In Hofbauer 20er Crank-organ

My 20-note Hofbauer always plays one note even when the tracker bar is
taped over.  When the organ was shipped to me, Styrofoam "peanuts" were
probably used in packing.  I found three of them inside the instrument.
I wonder if they could be holding the valve open.

I have tried shaking the instrument and turning it over, but it still
always plays the one note.  Any suggestions to remedy this problem
would be appreciated.
