Poor Roll Tracking On Pedal-Electric Duo-Art

I have a 1913 Steinway pump player with Duo-Art and a grand
Duo-Art motor in a separate cabinet.  The roll tracking works
perfectly when using the motor.  When pumping the piano the roll
plays satisfactorily but the tracking doesn't respond.  There
are separate feeds for the tracker labeled "pumper" and "motor".
Any ideas?

The piano was beautifully rebuilt in the 1980s by Ron Weihmeir
in Cincinnati who rebuilds theater organs.  I love both the pop
and classical rolls and the fun of creating some interpretation
to the 88-note rolls.
