Unknown Spring Machine at Seabreese Park

Can anyone identify the piece of machinery shown in the attached picture?  The picture was found in the Seabreeze Park archives, but nobody today can identify what is shown here.  It is definitely not from the Park carousel.

 [ At the outside end of each of the 6 springs is a wing-nut on a
 [ threaded shaft, which suggests that the machine might be part of
 [ a weight measuring scale or else the spring of a resonant system
 [ (maybe a rocking horse?).  -- Robbie
