Seek Substitute for Shellac Thinner in California

I was in the local hardware store today and discovered that the
State of Califunny has decided that alcohol thinner is unsafe to sell.
The stores can still sell shellac but now we have no way to thin it or
to clean up our brushes!  What the heck???  Does anyone have ideas for
a substitute?
