1913 Baldwin Player Piano Behaving Badly

Hello, Folks, I could use your thoughts and advice.  I have a 3-tiered
1913 Baldwin stack giving me a run for my money.  This is the type with
the non-threaded valve stems.

I recently recovered the striker pneumatics and replaced the pouches.
The valves appear to have been re-faced some 25 to 30 years ago along
with new valve cover gaskets.  I have re-gapped the valve-to-pouch
lifter distance.

All valves leak in the "Off" position.  I am testing this with a concave
rubber stopper held over the exhaust port on the valve cover.  With the
tracker bar taped off, vacuum applied to the system, and the stopper held
over any exhaust hole, the pneumatic will slowly pull closed.

I have tried adjusting valve-to-pouch lifter distance, cleaning and
sealing the inner valve ring, adjusting valve travel, enlarging bleeds
and re-facing the inner valve face (with Cabretta, pouch leather, and
even Neoprene to no avail).  This problem occurs with the tracker bar
tubing isolated, also.

Looking for help from the village.
