Unusual Tracker Bar on Aeolian Weber Pianola

There is a very tatty Weber upright pianola for sale at the moment on
eBay.  I don't recognise the tracker bar arrangement, for as well as the
regular holes there are 16 pairs of extra hole in the centre.  I have
never seen this arrangement before and wonder what type of player it is.
