Unusual Cassette-type Ratchet On Winding Handle

I've had maybe three or four winding levers over the years with this
type ratchet.  Unfortunately, to my recollection, there were no tune
cards on the boxes and I didn't associate any particular maker with
them.

It might have been another of those "Paillard inventions" that they
tried and never continued, but until we find one with an identifiable
tune card, we'll never know!
