Polyphon Drive Wheel Vertical Adjustment

I just bought a Polyphon disc music box and the drive wheel cogs do
not align perfectly with the disk holes -- the cogs are at the top of
the holes.  The result is that occasionally a cog will catch on the
edge of the hole and stop it from playing, or make a popping noise.

How do I adjust the vertical location of the cog wheel?  There are two
set screws on the collar of the cog wheel but I loosened both and it
wouldn't move.  A picture is attached.  Thanks for any help that you
can provide.
