Modern Duo-Art Vacuum Box

Anybody know what kind of vacuum a modern DuoArt vacuum box should
pull?  I have one that tops out at 25 inches water vacuum.  When it
was in the piano it was not sufficient to play it, but I'm thinking
the supply hose to the lower stack may not have been on completely.
I could play the piano quite well with the treadles, so I think the
player is reasonably sound, for the time.
