Hi Mark, The musical mechanism you are working on appears to be
a 2-tune 50-note movement (possibly Paillard?), from what were known
then as "Musik-Albums" or now as "Antique Musical Photo Albums".
They were quite popular from 1890 through the early 1990s where
they were sold as novelty items and where the musical component was
generally considered as being of secondary importance.
I would suspect that your assessment and diagnosis of the flywheel
being the root cause of the problem is probably correct. The fact
that the pins on the cylinder are badly bent is indicative that it
experienced what is known as a "run", in which the flywheel was broken
or dislodged and the cylinder spun at high speed and the pins of the
cylinder were bent and misshapen. All those pins will have to be
straightened out and "dressed" in addition to the governor repair
or replacement. There are probably several other problems of which
you are yet unaware that will require attention as well.
Unless your client has a very strong sentimental attachment to this
particular piece, the known and unknown problems with the mechanism,
combined with the book being in very distressed condition, leads me
to believe that the cost of repairing and restoring it is quite likely
far more than the item is intrinsically "worth".

My suggestion would be for you, or the client, look to eBay as a source
of a replacement for the entire album, or at least as a source from
which to cannibalize the parts needed to make restoration possible.
