Fitting H. C. Bay Exhauster to Standard Action

Hi everyone,  I have a question regarding the "split stack" in my
player piano.  Is it possible to operate the stack with only one hose
port open, or do both ports have to be attached to the pump unit to
operate both parts of the stack?  That is, will only one part of the
stack play if only one hose is attached and the other port is blocked?

I have an H. C. Bay foot pump which I got just today, as a replacement
for the older, original foot pump, which does not work very well.
The H. C. Bay foot pump has been rebuilt, at a much later date than
my older pump, which I seriously doubt was ever tinkered with, before
I obtained my piano.  I will have to make some changes with the
linkages when I install the "new" pump.  If anyone has guidelines on
how to properly do that, I am open to any recommendations.

The only thing wrong with the H. C. Bay foot pump is the flap
valves and the wind motor governor cover is missing.  Also, there is
a mysterious homemade contraption on the right side, looking at the
front of the pump.  A picture of this "thing" is included.  I have
little to no idea of its use.  Feel free to enlighten me.  It looks
like someone took a nail and threaded part of it, and then used some
type of spring (a reservoir spring?) to place pressure on some part
of the pump.  A nut is threaded onto the end of the nail.
