Seeburg L Vacuum Requirements

The stack and the pump on my Seeburg L were rebuilt in 2007 and the
instrument worked okay.  Now I am getting 11 to 12 inches of vacuum
directly from the bellows but only 3 inches at the stack.  Is this
typical?  How much vacuum might be needed to run the stack only?
