H. C. Bay Player Piano Tempo Control Problem

Thank you to those who responded to my first inquiry [140724 MMD]
about the linkage to the Tempo control that is missing on an H.C.
Bay upright.

I have created some linkage but I still have no Tempo control.
It now runs very, very slowly regardless of where the Tempo is set.
Even if I manually open up the pneumatic the Tempo barely changes.

I have taken the pump system back out of the piano and everything
seems to be working like it should.  I am replacing the gaskets
again to make sure everything is tight.  Any suggestions as to what
is happening?  It is fine on reroll.
