Rebuilding a Steamboat Pump

We are rebuilding a steamboat pump from a Weber upright Duo-Art.
We are the second rebuilder. The first rebuilder used no stiffeners and
no staples to hold the corners.  I assumed it must have had stiffeners
and did put them in, but one has already delamininated and is popping.
I did not use staples.

Should I go back and add staples?  What kind of staples?  Should I seal
the holes and if so, how?  Also, any suggestions for a better stiffener
material?
