Gluing Bellows Without Hinges

This seems like a 'newbie' question, but here goes.  When gluing up
control units with no "hinged" spot, like accordion bellows, what is
the recommended glue for the lap seam?  It has to be flexible.

I ask this for a different use: the smoke unit bellows in American
Flyer toy trains.  I've used rubber cement, but modern over-the-counter
stuff isn't the same as what we had a decade ago; I don't think it has
longevity.  Thanks!
