Gears Grind When Shifting To Play Mode

I'm working on a Nelson-Wiggen spool frame (my first time).  I hope
this doesn't sound too much like a novice question or that I've missed
something obvious.

I've rebuilt the play/rewind unit and it seems to be working properly.
When I test the unit with no roll, it moves smoothly from play to
rewind and from rewind to play.  The spool brakes are activating.
However, once I put a roll on, moving from rewind to play causes the
gears to grind before engaging.

I've assumed that this is not normal and is caused by the momentum
of the take-up spool.  My guess is that there is something about the
adjustment of the spool brakes that is not right, but I haven't been
able to figure it out.  Any help in remedying this issue would be
appreciated!
