Keys Flutter on Playing Chained Holes

MMD,  I have a problem with seven (7) notes on my Weber grand.
I restored the piano player action myself and it played very nicely
except for seven notes which "flutter", that is, they try to play
each hole on a chained note.  It does not try to do this on every
roll but it is always the same notes which offend.  I have tried
holding down the offending notes but can feel the pneumatic still
trying to play each punch.  Any suggestions would be appreciated.

I thought I would ask for advice before disassembling the keyboard.
My one last thought is that it might be that some of the tracker bar
tubing is kinked.  The offending notes have done this since I first
assembled the piano some two years ago and I am just now finding time
and the will to disassemble the piano.
