Aeolian Primary Valves Have No Bleeds

I am in the process of restoring a 1905 Aeolian Themodist double valve
action.  The primary valves have no bleeds.  The secondary valves have
what I consider very large bleeds -- just shy of 3/32".

Is anyone familiar with this action who might have a theory of the
purpose of such a large bleeds?  Should they be replaced with a more
standard bleed?  Any advice would be appreciated.
