Stiff Pneumatic Cloth Appears New

I have purchased a Marshall and Wendell upright top-loader.  It was
restored before but during the restoration, both the owner and the
technician passed away.  I was told that the restoration was complete
of the player, but not the piano.  Well, I tried it out and of course
it doesn't play.

I  haven't tested everything, but I noticed a couple of things about
the stack: (1) the tiers of the stack seem to be somewhat loose and
I suspect ungasketed; (2) the pneumatics appear to have cloth that is
like new but stiff.

Does this happen from lack of use?  If so, can it be broken in or
should I plan on rebuilding the stack?
