Hobart M Cable Player Piano Problems

I am working on a player unit that has a plate which says Hobart M
Cable Player Piano.  The unit looks like a Lester.  The pneumatics are
recovered and the pouches are tight.  The zephyr pouches were eaten so
they were replaced with pouch leather which has been sealed.

When I connect to a vacuum source, the stack is tight when the holes
from the pouches are covered, without the top on.  When the tape is
removed, all pneumatics close and everything is tight.  After the top
is attached, only half of the holes in the tracker bar can be uncovered
and have the pneumatics close.  Some close rather sluggish and a few
not at all.

I have blown out the holes on the tracker bar and they are all open.
Tubing between tracker bar and lead tubing has been replaced and I can
not see any kinks.  What is my problem?
