Ampico A Grand Tempo Control Problem

I have a customer with an Ampico A grand in which the Tempo
control seems to be majorly messed up.  The Tempo goes from "0"
to maximum in the movement span from about 40 to 80.

All the documents that I have don't show where and how to get
to the Tempo box or controls -- outside of the Tempo lever from
within the right drawer panel.  The Tempo rod goes behind the
spool box and disappears and I don't see how to get to it.  Any
help would be greatly appreciated.
