Piano Roll Arrangements vs. Transcriptions

In reading through a guide to piano roll arranging from 1914, the terms
"transcription" and "arrangement" seem to be used interchangeably.  Is
that correct?  It calls on makers of piano rolls to create their own
arrangements/transcriptions of earlier compositions.

However, it does not indicate whether the arranger "hand played" his
or her own arrangement back to make the master, or if the masters were
made directly from the score (or both?).  Some of you already know I'm
still trying to make sense of some Felix Arndt manuscripts from 1913
marked "transcriptions".
