Wurlitzer 1203 Player Piano Power Problem

I am working on a Wurlitzer model 1203 player piano.  The lady said
she was playing a roll and it started acting funny and then stopped.
The 12 ampere fuse in the bottom was blown but none of the others.

I thought it was the transformer but it doesn't have a short, according
to my test.  As soon as the on switch is depressed the fuse blows again.
What is the likely culprit?
