Seeburg "L" Rewind Gear Won't Engage

I tune my "L" with no trouble by just lifting the lid.  I cheat on the
initial pitch/tuning/temper by matching it to my freshly tuned player
piano sitting next to the L, then via octaves to itself.  I have never
found any reason to remove anything in the piano other than the light
bulbs, mandolin bar/pneumatic and some minor supports from the roll
frame to the structural case frame just above the plate serial number.

My L always engages on rewind but not always on the rewind/stop.
I always stand by to pull the pneumatic back and "grind the gears" and
let then the "stop" pneumatic fully engage pneumatically and then it
runs perfectly.  On some rolls with cuts that start further up the roll
for the rewind stop work well.  Some re-cut rolls simply seem to have
these cuts too short or too close to the end of the roll.

I have thought about taking the affected rolls and lengthening the
perforation for the rewind/stop on tracker hole # 3, but have never
bothered.
