The simple answer is that almost any software that plays MIDI files
can handle speed and tempo adjustments. One of the best programs I've
found for doing this is a program called SynthFont, which, when used
with a piano sound font, does an excellent job of playing MIDI files.
SynthFont allows you to speed up or slow down MIDI files quite easily,
by increments of 1% of the beats per minute (BPM) Tempo setting. This
is freeware that allows you to see everything in a MIDI file and allows
you to change anything in it as well, should you choose to.
VanBasco's free Karaoke Player also allows you to change the tempo, but
the sound depends on the sound that the sound chip in your computer
generates, rather than a sound font.
Both these programs are 'Windows' programs.
