Hi, If I may also bemuse a bit, you'll find that you can buy 3/4" wide
hook and loop strip material at Harbor Freight (Central Flex # 96215).
You get 35 feet for 8 bucks. If you hand over the 20% discount coupon
from the Sunday paper, you get it for less than $6.50. That's less
than 20 cents a foot. I can't vouch for the lead content (it's
probably from China), but you should be okay if you don't eat it.
Personally, I don't give a hoot about rubber bands or Velcro. They
don't always find their way back on to the rolls and get left laying
around. If you must put something around the roll, try the Velcro.
At least you won't have to worry about the cat eating the rubber bands.

P.S.: By the way, this stuff from Harbor Freight is great for wrapping
up the cords from power tools. They also have a version that is precut
with a slot so you can leave it wrapped around the cord while you use
the tool.
