Welte Player in German Steinway Upright Piano

Good day all, I'm hoping somebody out there has experience with
German Steinway upright pianos with Welte players.  My question relates
to the piano action.  This player came to me in boxes, was dismantled
20 years ago, and I'm sure I don't even have all of it.

My puzzle is with the configuration of the piano action: On the upper
whippen rail are 9 holes, drilled horizontally through the rail, each
with a set screw that secures what I assume is a wire running through
the hole, thus making it adjustable.  Is this possibly for some form
of damper stop rails, or is this in any way connected to the player?

Second puzzle, also related to the upper whippen rail: screwed in from
the bottom of the rail are 2 agraffe-ish bolts, each with a small bushed
hole.  These line up transversely with holes drilled in the action
brackets, so I'm guessing this is for some manner of pivoting rail,
similar to the way the hammer rest rail pivots.

All I can think for this is it's some kind of sostenuto rail to catch
damper tails.  Or is this in any way connected with the player system?
Any help will be greatly appreciated, even if it's wild guesses.
