Rebuilding Standard Pneumatic Player Action

I am having problems with a Standard Pneumatic Action Co. two-valve
action.  I can't get the secondary valves to seat.  I am almost sure
that the pouches are holding them partly open so that no vacuum is
getting to the primary chest to allow the bleeds to deflate the
secondary pouches.

All the pouches have plenty of dish and the value buttons are adjusted
correctly.  I even lowered them more to see if that would help, but no.
All the values have been set for proper travel, etc.

I have rebuild a few of this type before using the same parts and
I never had this problem.  Also, the pouches are tight and no
atmosphere is getting behind them.  Any suggestions?
