Miner Calliope Problem in Player Mode

I am in the process of buying a used calliope.  From talking to the
owner, I gather it is a Miner model with 43 pipes, from sometime in the
last twenty years.  It has a problem in that, when it is in player
mode, it is not very loud.  When played manually, the sound is loud and
clear.  It seems to have developed this problem while sitting in a
humid storage environment in New England for the past two years.

Has anyone ever encountered this type of problem?  Can someone tell me
what might be causing this?  Clearly the player mechanism needs work --
but how much?  It would be nice to have an idea before I finally embark
on this purchase.
