Tuning & Voicing 46-note Artizan A-2 Organ

I am working on an Artizan 46-note Style A-2 with three trombone pipes
and it had been in storage for over 30 years.  Could you please tell me
what wind pressure the organ was designed to use?  I want to get it back
to the original wind pressure.

Every part of the instrument is being reworked.  As of right now all 23
pipes located on the bottom of the instrument have been cleaned out and
repaired and play.  The problem I have is when I put wind to them they
were not even close to the scale listed in Bowers' Encyclopedia.

I know the 5 mitered bass pipes but can you please tell me what the
remaining 18 pipes are?  I would like to roughly tune them so when the
organ is playing they will be close to the pitch required.  Right now
they are not even close.
