Upright Ampico B Pedal Regulator Mystery

Today I was working on my Ampico B upright and decided it was the pedal
regulator's turn to be rebuilt.  On the B upright the pedal regulator
is mounted on the lower right side just above the soft pedal pneumatic.

After it was disassembled I tapped the main housing on the bench to
clean out the crud that was in there and out fell a ball bearing.  Upon
inspection the ball bearing turned out to be mercury.  Anybody have any
ideas how mercury would find it's way into a pedal regulator?
