A HD floppy disk has two "holes", one for write protect and the other
for the computer to sense as HD. Put a piece of tape (electrical is
good) over the one used for sensing (doesn't have the sliding door for
write protect) and the computer will think it has a 720K disk to format
and use. I can't help with the later Windows problems, but there might
be a command "switch" that would work.
A HD (1.44 MB) can be used as a 720K disk as described above, but it
is not good to try to make a 720K disk into HD 1.44 MB due to density
issues and data loss (it works on some disk but not all) and you need
to make that other hole.
