Paint Peeling From Glass

The "reverse painting" technique was often used on clock case glass
in the 19th century, and it is still practiced today in restorations
of these nice old clocks.  My advice to you would be to contact a
nearby chapter of the NAWCC (National Association of Watch and Clock
Collectors), as someone there might have contact information.
