Calliope Tuning Tool

Hi:  What is the tool or method to raise and lower pipe stops in
the Tangley calliope pipes?  If the plugs are frozen how do you
un-freeze them?

 [ I used a slide hammer (slide hammer puller).  The shaft screws
 [ into the threaded hole in the center of the tuning plug (normally
 [ closed with a small threaded pipe plug).  Just bash the brass
 [ tuning plug up or down.  I never encountered a 'frozen' plug but
 [ occasionally a crystallized solder joint would break during tuning.
