Ampico B Won't Play Softly

I am in need of some help.  My Chickering late "B" does not express
as I am sure it can.  It was rebuilt about 10 years ago with, I assume,
all parts rebuilt.  Part of the problem is that I can't get the pressure
on either the Treble or the Bass to down to 5.6".  The lowest pressure
I can get is 8".

Recently I took the pump apart and found the rubber cloth on the
Amplifier need replacing, it had gotten crunchy.  I don't know if the
Pedal Regular was rebuilt, as there is the same rubber cloth "curtain"
there too.  Any suggestions?
