Rebuilding Aeolian Motor Governor

Hello MMD.  The rebuilding of my Steck Half Duo-Art has reached the
Motor Governor.  Before dis-assembly started, I noticed a small hole
with no attached nipple in the side of the upper part of the governor.
Today I pulled apart the upper part of the governor and noticed that,
along with the long slot in the brass plate that is gradually uncovered
as the motor speed is increased, there are also two tiny holes in the
brass plate.  Probing with a small drill bit quickly showed that the
outer hole connected with the hole in the side of the governor.

It was easy to see that the leather-covered wooden pad, that obscures
more and more of the long slot in the brass plate when the speed
control is moved towards zero, continues to cover that tiny hole until
the speed slot is entirely covered.  I think I've deduced why the tiny
hole is there.  It is to make sure that when speed zero is selected
there is no leakage of vacuum to the motor, so that the motor will not
creep.

Question No. 1: Is that [deduction] correct?

However, there are two tiny holes in the brass plate, one on either
side of it, and both are uncovered simultaneously as the wooden pad
moves towards zero.  The second hole, furthest from the outside of the
governor, is not connected to anything.  There is solid wood underneath
it.

Question No. 2: Is it there because then it didn't matter which way up
the brass plates were installed?

These questions, and many more, will be answered in the next edition of
MMD.  

Oops; I've just had a flashback to 1983, when I and my family were 
on study leave at D.U. in Denver.  (Well, I was on study leave.)
We rented a house from another family who were on sabbatical elsewhere
and we had the use of all their possessions, including the T.V.  We
were enthralled by the sitcom "Soap".  I had always felt that Americans
had a sense of humour that was, well, different from Australian humour.
That show demonstrated that I was seriously in error.
