48-key/48-key Organ Music in Great Britain

Mr. Simons,  Since you cited Eric Cockayne's book, "The Fairground
Organ" [in 070908 MMDigest, "Key System Book Music Reader Pictures"],
I thought I would direct this question to you.  On page 134 he
discusses the 46/48 key scale which he says is the most common scale
for small organs in Great Britain.  He doesn't say with what organ
builder this scale originated.  Is it a scale originated by Gavioli?
Also, if one were to build an organ using that scale, is there music
available for it?
