Seek Friction Drive Tire for Western Electric

I'm restoring a Western Electric Mascot and I'm having a problem
finding a suitable O-Ring for the drive wheel.  The existing one
appears to have been spliced, producing a thump.  It appears to be
7.0" O.D., 6.25" I.D. and 3/8" C.S.  Does that size correlate with
others?

That must not be a standard size, as I can't find any of that size
with the 3/8" C.S.  Most online vendors show a maximum C.S. of 1/4".

While I'm at it, where can I find the large flat leather drive belt?
