Autophone Reeds Not Playing

I have a 22-note Autophone in for repair and have found that even with
the bellows and reservoir repaired, a number of the reeds play weakly
or not at all.  Examining the reeds it appears that they are dragging
on the frame and do not vibrate freely when plucked.  (They go 'thunk'
instead of 'twang'.)

The reeds are very small and there is very little clearance between
the reeds and the frame.  Also, because the frame and "tracker bar" are
soldered together, there is no access to the back of the reed frame.
I would appreciate any suggestions on repairing this reed block or
suggestions on who might be able to do the repair.
