Seek Simple Free MIDI File Editor

As the AMICA web site manager, I need to adjust MIDI files I'd
like to play on the site that were either recorded at an unpleasant
tempo, or the volume fluctuations on a reproducing roll MIDI file
are bombastically exaggerated.

I've spent time in Google to find a freebee MIDI editor to make these
simple adjustments to existing MIDI files but are instead redirected
to music sites or products that aren't free.  Can someone suggest the
name of a _simple_ and free MIDI file editor I could download?
