I think this may be true, but it is not a new practice; even sheet
music of the early 1900's seemed heavy on the cover art.
But I was more interested in the last sentence here from a historical
standpoint: Did anyone ever pirate piano rolls? Since it's a digital
medium, all you'd have needed was a duplicating punch, and you'd have
been in business.
"Here's a way for you to break into the music business, kid. Yowsa!"
