Player Piano Keys Don't Move

I had a very fine Chickering upright one time that had the keys
balanced in that fashion.  It had a double valve Standard action
in it.  The keys would just barely wink but that was it.  It also
had a keylock.  The piano had never been altered.  Seems like it
was a 1918 model.
