Dealing With Other Technicians' Work

I concur with Mr. Kinsler's observation regarding Mr. Tuttle's quandary:
State your findings succinctly, without being judgmental.  Then state
your recommendations.

Since John never works for anyone other than the customer, I see no
obligation whatsoever to send his report to anyone else, regardless of
whether or not the original technician calls to discuss.  John's
contract is with his customer, and no one else.
