That said, "the problem" is that his turbine vacuum unit is hooked up
to the wrong place in the system. He is effectively bypassing the
cut-out valve, which prevents the vacuum from reaching the stack during
Rewind. That explains why the notes are playing during rewind.
As for the slow rewind speed, there are two main reasons for that
problem. First, since the stack is 'in the system' during rewind and
the music is playing backwards, a very large amount of the available
vacuum is being 'used up'. So, there isn't much left to run the air
motor. Secondly, under normal circumstances there is no vacuum present
at the trackerbar during rewind. So, the paper isn't being 'sucked to
the bar'.
In Steven's case, the paper is being sucked to the bar, which increases
the amount of drag. And since the gearing in the transmission is
designed for a 'no load' condition, this extra load has a great impact
on rewind speed. Further, coupled with the normal operation of the
rewind brake mechanism, which is designed to keep the paper snug as the
roll is rewinding, the end result is exceedingly slow rewind.
