Rebuilding valves on any player takes a lot of time and patience.
It sounds like you have done the rebuild work and assembled the stack
before testing the individual note valves. Four times going into the
stack for adjustments doesn't sound like enough to me -- it can take
as many as 20 times per tier to get everything working right.
The best way to rebuild any stack is don't assemble the stack at all.
Take the tier boards (if applicable) and test them separately on the
bench. Take scrap tubing or tape and close off all of the pouch
nipples. Test the tier on a vacuum source and listen for leaks.
After these leaks are fixed, take the tier board off of your vacuum
source and try using your mouth. You should be able to feel a
resistance. If you don't, then you are not done.
I also turn the tier board upside down, shake it, then right it back
to its normal working position and retest it using my mouth. If the
vacuum resistance is low, then I know that one of the valves are being
lifted off its seat by a pouch or not enough wobble at the valve and
needs more attention.
This takes a lot of time but it is well worth it in the end.
